Is this power supply upgrade different than the pervious power supply upgrade posted in June 2017? What is the items that you used with this displacement second power supply?

Hi, I changed the psu from 5volt 15 amp, with a 20 amp 12volt 6,5 amp in a single container, to reduce internal heat in this way I can decrease the speed of fans, reducing the voltage from 12 volts to 9.5 in this way the noise of the fans is much improved

psu 1: 5volt 20 amp
           12volt 6,5 amp

psu 2: +15 -15  4amp

I have an EIII with a non working PSU. Can you re-confirm how you did your solution?
Which parts are of-the-shelves, which are custom? Help is appreciated.

Please explain in details how to make the fans voltage reduction (parts reference and so on)
I want to do this on my EIIIs.  On first EIII, I got the fans replaced by Noctua's as well.
My technician will do it, so if you can help him it would be great.
