We purchased a used EIII on Ebay and the last lower octives minor keys are stuck down.
Any tips??

Check the 60 pin flat cable connections to the front panel. Also ensure that all of the cards in the card cage are securely seated. They tend to work loose in transport.

You will have to take them out to be sure.
Remove the ribbon cables as you go, and re-install in reverse order.
Be careful not to scratch the ribbon cables still attached to the lower cards as you are pulling the upper ones out. It doesn't take much to wreck them with the sharp solder points on the underside of the upper cards. (From 1st hand experience)
