I don't believe so , best bet is finding someone selling the cds on ebay or craigslist.

Disks 1 to 8 are quite commonly available as they were bundled with Emu5000 and the Esynth at least. Somebody has a set which they're splitting on  ebaY,  I wouldn't bother with the FX disk, it's guns, planes and ghostly creaks mostly.
All the libs assume you have 8Mb of RAM, which is quite unlikely on the EIII.
The EIIIxp I have reads Emax disks too, even rarer to buy. Keep us posted if you need more info.

hello esmilez!

Every E-mu sampler beginning with the EIIIx (OS 2.10) can read EmaxII discs.

The EIIIx and the ESI series can also save banks in the original EIII format!!!!
But only with the limitation of 100 samples,100 Presets per Bank, and of course 8MB.
It is described in the manuals

So, you have the possibility to make your own banks with Akai S1000 or/and EmaxII samples.....
