Is it just mine, or is the modulation depth on an E1 very very subtle?

It's subtle, yes.

But you can make it stronger by calibrating the Mod wheel differently (I have done that).
The difference between MIN and MAX setting of the Mod wheel remains moderate of course, but you can increase the initial value (MIN setting).

Calibrating is a manual procedure but is very very easy (screwdriver must be used to change the fixed position of the wheel).

BTW: I had to use the same procedure on the Pitch wheel too, because my E-I seemed to be out-of-tune when I initially got it and played it together with some other synths. Simply changing the fixing of the wheel solved the problem... it's in tune again when the wheel is at its center position.
