It's normal that socket 17 has no IC in it, so that's not a problem.
When all LEDs are ON after powering up, it means that there's a problem with the floppy drive or floppy drive interface (all LEDs ON is a documented error code) You could start with disconnecting the ribbon cables from the floppy drive and motherboard, clean all floppy interface contacts (both at floppy drive side and board side), and connect them again. Also check if the power cables are properly connected to the drive. Also make sure there is no mechanical obstacle which blocks the drive's motor.
Of course, after 30 years, the Shugart drives may fail. It might need replacement. If you have an HxC, you can use it to check if the problem is really caused by the drive itself or by the floppy drive controller IC.
