I'm probably being dense, but for every bank I create with EMXP I have to set "Level Control Enable = no" before I can hear the sound when playing the keyboard.  What am I doing wrong?

No idea, but it probably depends on the source bank and its level/velocity settings.
EMXP is translating these in the best way it can, but if the source settings are a bit strange, you may end up with strange results on the E-II.
If Level Control Enable has to be set to NO, it probably means the original velocity setting is of such kind that you have to press the buttons really hard before you hear anything.
You can always send me one of the original files (before conversion to EII), and I will take a look at it.
